At the same time, it is very clear that ICG’s position is to encourage and promote United State’s presence, strategic influence and control in the region. 
 
The various recommendations could be taken as a camouflage to the efforts for distabilising any potential Arab- Islamic cooperation.
The antagonism in the area may be obvious but the foundation of the problem lies in its deep past. Lebanon is a country carved out of Syrian history. Even in the bible Jesus referred to the city of  Tyre (Lebanon) as being as Syrio Phoenician. Lebanon was called The Lebanon and was an integral part of Syria from biblical times and it was the Western Christian world that set up after the first world war the Country of Lebanon. There is no difference between a Syrian Christian and a Lebanese Christian in language, race or basic customs. The division is artificial. Yet we read about the complaints from the west and Israel that Syria interferes with State of Lebanon. We create the divisions and then wonder why there is no peace in the region.   How can we expect Syria to not have an interest in its own people?
People who write reports, unless they study the past history of a country will never be able to fully comprehend today’s situation. It is not only misleading but pours fuel on the fire and reinforces flawed attitudes.</description>
